Local Administration Reform Phase III (Lar III) is financed by the EU in the framework of IPA funds and implemented by the UNDP. This project is the third of the support projects for local administration reforms.The first phase of the project series was carried out between 2005-2007 under the name LAR I. The second phase was carried out between 2009 and 2011 under the name LAR II and LAR III is being implemented between 2018-2021 and is a project of 5.4 million Euros in total. It aims to contribute to the development of local governments, to increase their capacities, and to increase the qualities of democracy, participation and transparency. The LAR III project consists of three components and around 30 sub-activities. Each sub-activity is a separate project and sub-activities are studied and reported by different experts. In this session, the findings of the experts working in the different activities of the project will be presented by the experts. In this context, different issues, findings and suggestions related to municipal councils and the local election system will be shared as well as the effects of the the Law No. 6360 on metropolitan cities, central and civil administrationsand the problems and improvement of neighborhood management in the city center and in the countryside.
